Traffic was stationary anticlockwise between J1A A282, A206, B3228 for Swanscombe.
The west tunnel was closed, but reopened at around 4.30pm.
Emergency services and Dartford patrol officers were called to the scene.
Congestion had cleared by 5.30pm.
