Drivers faced lengthy delays after the right-hand tunnel at the Dartford Crossing was shut as one of the safety systems was not working.
Engineers have now carried out repairs, and the tunnel reopened at 9am.
But delays continued to affect traffic for some time.
At one point, delays stretched back to J3 of the M25 for Swanley.
The jams have since eased, but were not helped by a crash on the A2 near Bluewater this afternoon.
