'Outstanding' Peter Gilroy was worth the money

Kent's top policeman and head of the county's fire service have leapt to the defence of KCC boss Peter Gilroy after it was revealed he is to get a £200,000 golden handshake.

The payment is on top of his annual earnings of £244,000 - £55,000 more than the Prime Minister.

But in a remarkable and unprecedented show of solidarity, Kent's two other top public servants Chief Constable Mike Fuller and Chief Fire Officer Charlie Hendry have issued statements backing County Hall's chief executive.

And KCC leader Cllr Paul Carter (Con) today revealed that the payment was necessary to avoid Mr Gilroy being "significantly disadvantaged" by changes in pension rules.

Peter GilroyMr Fuller, who is also due to leave Kent to become the Crown Prosecution Service Chief Inspector, said: "Peter has made a significant contribution to crime reduction in Kent. He has chaired the Kent Safer and Stronger Communities group with huge energy and commitment and, through difficult challenges in reducing violent crime, Peter has been unfailingly supportive of me and Kent Police. We have built a very strong relationship between our two organisations which has resulted in great benefit to the citizens of Kent"

Mr Hendry said:"The fire and rescue service in Kent has a great record of working with other organisations to get better results, particularly with young people and vulnerable older people. Peter Gilroy and KCC have been really helpful and supportive and our work together goes from strength to strength.”

Their comments were contained within a statement released by KCC leader Cllr Paul Carter defending the decision to make the payment to Mr Gilroy when he stands down in May.

Cllr Carter said: "In order to secure Peter’s extended service, in November 2006 the county council's all-party personnel committee, including Labour, Lib Dem and Conservative members, unanimously agreed a variation in Mr Gilroy's contract brought about by changes in pension legislation.

"The committee agreed that without such a variation, he would have been significantly disadvantaged by extending his contract with the authority.

“Peter Gilroy is an outstanding public servant who has always been motivated by the desire to make life better for Kent residents.

“He has earned a national reputation for innovation in public service and he leads the country in developing personalisation in adult social care, giving back to some of society's most under-represented individuals as much control over their lives as is possible. 

“He initiated Kent's Telehealth pilot which allows monitoring of health in the home and he introduced the Kent Card so that people supported by adult social services have greater freedom of choice over the services they use. He developed the concept of Gateways, which deliver better access to a wide range of public services under a single roof.

"Peter's inspirational leadership has delivered exceptional results for Kent County Council and for Kent residents working closely with both the late Lord Sandy Bruce-Lockhart and myself since March 2005.  In December 2009 Kent County Council was justifiably confirmed by the Audit Commission as the best performing county council in the country."

    For KCC CEO rewards are we measuring the right things?

    Clearly there is much the KCC do well but are we just dancing to the Governments tune and being good at 'ticking the right boxes'? What is actually best for Kent and do we deliver that?

    For example if Peter Gilroy came up with the Gateways idea, then perhaps he could be measured against delivery by looking at the original budget and programme versus the actual costs and programme achieved? OR

    Highways(1) - The reorganisation was meant to save money and yet we later learned that it would cost and extra £24M I beleive! OR

    Highways(2) - as our Roads crumble (and not just from the recent snow and ice) have we any real visible measures of the standards of maintenance KCC set to be achieved? Perhaps compare to what professional engineers and Institutions would set a few years ago. Have these standards been properly applied and reflected in the renewed service contracts to support the KCC?

    Just a few thoughts.

    I work for KCC and feel the KM running articles like this just adds insult to injury... we dont need our noses rubbed into it any more than KCC already does.
    This year we will get a 0% cost of living pay rise, last year it was 1%, apparantly the council just cast afford it!
    We all work fantastically hard in very difficult times and a lot of how and why we work is not due to the pay and KCC appears to rely on that.
    It's a shame that only some people get rewarded for their hard work..................

All this and much, much more while the Police portion of KCC's Council Tax increases at 'jee-yust' under the 5% max every year. Of course Fuller adores Carter's KCC - when did you last see a turkey voting for Christmas?

    In some respects Matthew has a point but Gilroy is the CEO of a public funded organisation, not a commercial company. I assume you're not being made redundant Matthew, unlike some other KCC employees? Perhaps he deserves the wage, but not the golden handshake. Note his replacement will get about £80,000 less per year. In these sensitive times when it comes to public finances I just think it rubs peoples noses in it.

    Mr Gilroy does not deserve this money. If anyone has delivered the excellent services in Kent it is the staff who work for Kent County Council. The leader of the council recently applauded the services of KCC staff for their achievements, whilst awarding them no pay rise at all. This man gives his name, and name only to KCC. I would rather pay a bit more and live in a county with a decent council as well (A different opinion) - but I know that I do so at the expense of those who actually toil for KCC to try and deliver the services in the most unrealistic timescales with the most unrealistic budgets available and with undue criticism from the public. I want to pay for decent wages for the people who provide essential services. I want to pay for services that remain in the public sector and not sold off to the private sector, to be staffed by employees on minimum wage. What exactly has Mr Gilroy given Kent that another CE couldn't?

    Whilst I don't disagree with some of the comments written here I must say that I think people need to get a bit of perspective. I work for KCC (and not on a huge salary) and I think we all need to be realistic about how much CEO's of huge organisations like ours are going to earn. Kent is one of, if not the best, council in the country and it doesn't get there by paying its top people peanuts. I lived in Birmingham and the local authority there was shockingly bad. I would rather pay a bit more and live in a county with a pretty decent council than the alternative. Let's just try and remember you get what you pay for.

    The handshake needs to be rescinded and those who negotiated it made to fund it out of their own pockets, not those of the ratepayers!

    Did we really expect those in similar positions to say anything else? Will Mr Fuller be receiving a golden handshake when he leaves? In a commercial world this would be accepted but within a council giving staff a 0% payrise, making redundancies whilst increasing council tax did they really think this wouldn't get peoples backs up?
