Thanet council threatens compulsory purchase of Dreamland amusement park, Margate

Thanet council is threatening tough legal action to secure the rebirth of Margate's Dreamland amusement park.

Officials warn that if the Margate Town Centre Regeneration Company (MTCRC) does not hand over the historic site before the end of July, it could face a compulsory purchase order.

The move would enable the authority to pass ownership of the land to the Dreamland Trust, which wants to transform the desolate site into the world's first heritage amusement park - a project regarded as critical to the regeneration of the area.

A grant of £3.8 million from the government's Sea Change programme has prompted the rush. The funding, awarded last year, must be used by March 31, 2011, or it will be withdrawn. This summer's cut-off date would allow building work to start before the grant offer expires.

Thanet council, which insists a compulsory purchase order would only be considered as a final resort, was due to discuss the sensitive issue in private on Thursday (April 29) - but the confidential plan was revealed at a hastily-arranged press conference on Monday morning (April 26).

Council chief executive Richard Samuel told reporters he is confident that ongoing negotiations will allow the land to be transferred before the deadline for a token payment of £1.

He said: "A compulsory purchase order is very much a fallback option. We're confident that legal action won't be necessary but we're considering this as a way of protecting our interests."

And Harvey Patterson, head of legal and democratic services, added: "This is a once in a lifetime opportunity and we have to think about what we'd do if we were unable to secure the Dreamland site.

"However, all negotiations to date have been about the timing of the handover and we expect things to happen as planned by July 31."

If the land is transferred on time, redevelopment could start at the end of 2010, although much of the building work would not begin until February next year.

The heritage amusement park, which will cost more than £12 million, would open in time for the 2012 summer season. Up to 700,000 people could visit every year.

If a compulsory purchase order is served but challenged by the MTCRC, a public inquiry could be necessary - a process that, if lengthy, could jeopardise the Sea Change funding.

    Living in Worcestershire I don't get much chance to visit Dreamland (Margate and Cliftonville) has I used to.
    My first visit with ALL my family was in 1952 aged 5years, but memories come flooding back.
    Dreamland,
    Full of people , lights and excitement , queuing to get in down the entrance down past the cinema on Thursdays.
    Does anyone remember the large back drop to the car park grandstand, the Liner where we used to sit and watch the firework displays (Thursday nights).
    The miniature railway that ran below and behind the scenic railway into the illuminated garden with its flood lit cartoon sections.
    The upside down house which once inside the affect was that you turned upside down although the house revolved and you actually sat still.
    I think my last family visit was around 1968 after learning to drive my visits increased to three or four times a year Then after starting my own family and commitments
    I didn't return until a couple of years ago .
    SHOCK / HORROR what had happen to Dreamland ,Margate and Cliftonville.
    But after seeing your web on how you are all going to saving My Dreamland I can see there is light at the end.

    i live in Hertfordshire at the moment and the last 6 yrs has shown me how how beautiful Thanet really is and how much there is to see and do there, you guys in Thanet dont realize how lucky you are, come and live in Stevenage and then youre know the meaning of boredom,im sorry i ever moved here but cant wait come home

    The only thing they are good at are wheelclamping cars in the Dreamland car park and charging £120 for the removal!
    I agree wiyh smiler ... it's about time the lid was taken off this company

    why hasn't the press gone after him? Go on KM do some real journalism for a change and dig the dirt on jimmy godden, maybe stake out his new arcade in sheppy, I'm sure thats overdue an unfortunate fire (or maybe when house prices pick up a bit)

    TDC is no better then Godden. All the wasted opportunities that thanet has had, but because there was nothing in it for TDC members they where all refused. They created the situation with dreamland if godden had been told categorically 'No' to his flats and shops plan on the site then it would never have got this far, and the classic scenic railway would never have had its unfortunate fire.
    All the time godden is involved nothing will happen on that site, and any grants will dissapear. Whats the biggest joke is the railway burns down and he gets a grant to rebuild it!!!!

    It's obvious that Godden and his croneys were never going to want to return the site back to its former glories. Look at what has happened to some of his former properties.

    Margate is in desperate need of something to be done to the place. Get the people with the towns best interests at heart control.
