Kent County Council chief executive Peter Gilroy's payout

Kent County Council chief executive Peter Gilroy is in line for a £200,000 windfall payment when he leaves his job later this year, we can reveal.

Mr Gilroy is to receive the one-off payment in addition to the pension he has built up and any payments or other bonuses he is entitled to.

He will be given the money, subject to tax, on the day he completes his contract and leaves in May.

The decision to agree to pay a £200,000 lump sum was made in 2006 when Mr Gilroy, among the highest paid council chiefs in the country, negotiated a one-year extension to his contract.

Documents leaked to the KM Group reveal the deal was agreed by the authority's cross-party personnel committee following discussions between Mr Gilroy and KCC leader Cllr Paul Carter about whether there should be a year's extension to his contract.

The clause agreeing to the £200,000 was added under a county council scheme permitting allowances to be given where "it is essential to make an additional payment to an individual or group of individuals to secure or retain their services".

According to the report setting out details of the pay-off, Mr Gilroy’s contract had been due to end in May 2009.

But an offer was made to extend that to May this year "to ensure continuity of officer leadership during and immediately after the [next] county council elections in May 2009."

It was because of this that the decision - voted through by KCC’s cross-party but Conservative-dominated personnel committee - was taken to pay him an additional £200,000.

The county council was asked to comment on the agreement but declined to do so.

The news of the payment is bound to trigger renewed anger about the issue of executive salaries in the public sector.

Mr Gilroy's earnings have regularly featured in surveys of the country’s highest paid town hall bosses.

According to the latest available information, he earned £244,000 in 2008, consisting of a basic salary of £207,000 and £31,065 in performance-related pay.

Last year, it emerged that he had "sold" untaken leave for nearly £12,000.

Only last month, we reported how two former senior directors at Kent County Council earned £670,000 between them in a single year after receiving six-figure pay-offs when they left their jobs.

    The abscence of any other Chief Executives comments about this or their pay seems to speak volumes. The only considered comment appears to be that it is unjustifiable and selfish in the present climate.

    As I fellow KCC staff member it's like like rubbing salt in all us b hard workers with not even a cost living rise this year. He may of brought KCC levels up but no without the hard wotking teams out in the areas.

The reward for 4 star council staff .... a day's extra leave (that they cannot sell back!). No wonder morale is rock-bottom.

    Well done KM for publishing this - not surprised that KCC not rushing to comment. What an absolute disgrace. A real kick in the proverbial for all the more junior KCC staff members facing zero pay rises, redundancy and never ending reorganisations. And of course the other residents of Kent - we all have to pay for this.....Lots of examples of the many and varied ways KCC have managed to lose/waste money - Internet TV that no-one watches, Icelandic banks (what was it the Audit Commission said "negligent" and then changed it to "careless" - so much better to be careless than negligent), millions on PR - a highways department in chaos - the list is endless. The Tory party like to present themselves as the party which knows how to look after the economy . An utter disgrace - and you know what - they always seem to get away with it. I wonder how much of this will be remembered at the next County Elections. We should all be clamouring for a change.

    Unfortunately, it is the leader who determines the attitudes of the staff to Joe Public, and the latter is treated with undisguised disdain by the former in so many County Council departments.

    I sincerely hope the incumbents are severely trounced in the next election. Such an experience will maybe embue them with a modicum of humility and a healthy dose of respect for the electorate.

    Its amazing how many people are unemployed or earning minimum wage yet his payout is more than what they could earn in about 15 years. Barely suviving because payrises aren't being issued, not even to cover the increased cost of living. Its no wonder the people of Britain are losing faith in the government. Afterall it is tax payers who are losing out due to bad decisions and investments. Joe Bloggs off the street would have a better understanding of what communities need and want unlike these suits who think they know it all. I'm sure Joe Bloggs would work for an average wage as well...

    It is important also to remember that the Conservative Cabinet at KCC appointed Mr Gilroy without going through any external advertising process. Only Mr Gilroy was interviewed. They chose not to test the market either in terms of talented people, nor to establish the market rate for the job.
    Mr Carter has said that the payment was necessary to avoid Mr Gilroy being significantly disadvantaged by changes in pension rules. Mr Carter should have been more worried for the Kent Taxpayers who have been significantly disadvantaged by having to pick up the bill.

    The handouts, big salaries, buying back holiday, spending a fortune on Kent TV. The list goes on.
    Vote him, and all of his chums, off this council which is nothing more than a convenient pay deal for those at the top.

    I was under the impression that if members of staff did not take all their annual leave before 31 March each year it was lost. Can other personnel apply this 'rule'?

    Explain why Mr Carter YOU feel this is taxpayers money well spent.
    Put quite simply it isn't.
    KCC's recognition as being a top Authority is due to the staff that work there, NOT Mr Gilroy.
    The staff are given a 0% payrise.
    You and other members awarded yourselves massive expense rises as soon you won your elections in 2009. WHY ?
    Seriously Mr Carter you treat Kent's public as IDIOTS.
    You hold no one accountable for failure (for the uninitiated Mr Gilroy is the Head of the Chief Executives Directorate and ultimately responsible for the Icelandic fiasco) and reward them with ludicrous payoffs.
    People of Kent do yourselves a favour. DO NOT vote Conservative at the forthcoming election and certainly NOT at the next County Council elections .

    I think that Kent County Council taxpayers deserve a better and more detailed explanation of the reasons for this £200,000 addditional payment to the Mr Peter Gilroy especially as he was the principal officer of the Council at a time when tens of millions of pounds of Council money were invested in Icelandic banks with apparently little chance of the money being repaid in the near future and possibly not at all. What is he being rewarded for?

    I can see no reason why a one years extension to a contract needs any extra payment. You have to question cllr Carter's judgement on this.
    At worst Mr Gilroy would have just left. There are plenty of people that can do the job for a lot less. Once again cllr Carter is throwing our money down the drain.
