The Conservative leader of Kent County Council is to face a challenge to his leadership after six years in the role.

An attempt to oust Cllr Paul Carter from the top job will be made next month when the Conservative group holds its annual meeting.

He will be challenged by at least two former cabinet colleagues and it is understood that others are weighing up whether to enter the contest.

The battle for what is seen as one of the top political jobs in local government, overseeing the country's largest county council, comes after a succession of behind-the-scenes rows.

Cllr Nick Chard, the former cabinet member for highways, confirmed he intended to contest the leadership, saying he felt it was time for a change.

He said: "It is no secret that I want to see change in the way the Conservative administration handles itself and the way in which it is perceived both internally and externally. I want KCC to be regarded in the same way it was when it was under the leadership of Sandy Bruce-Lockhart."

Cllr Chard was sacked from the cabinet in January after holding two key roles. He had been responsible for finance until 2009 before being asked to take on the highways job.

In an e-mail sent to Mr Carter and copied to colleagues, seen by the KM Group, Mr Chard writes: "I have been unhappy with elements of your leadership for some time, even before your curt dismissal of me from cabinet this year. I want the people we serve to see a change for the better."

The veteran councillor Keith Ferrin, who represents Swale, is also planning to throw his hat in the ring. He could not be contacted as he is out of the country.

Cllr Carter came out fighting, saying he was determined to stay on and dismissing the threat of a challenge.

"We secured the largest majority we have ever had at County Hall under my leadership and I am looking forward to getting a new mandate to lead the council and my group. I will be setting out my track record and how I intend to take the council forward."

The leadership challenge comes against a background of a number of behind-the-scenes arguments within the Conservative group over recent policy decisions.

Some backbenchers have become increasingly concerned over what they regard as decisions being presented to them for rubber-stamping rather than consultation.

A revolt forced a U-turn on controversial plans to shut between 40 and 50 libraries and there is understood to be continuing concern over planned cuts to the youth service.

Only last week, a private meeting of the group was dominated by a row over plans to axe the jobs of five community liaison managers. The cabinet was forced to reverse the proposals after wide-ranging criticism from backbenchers.

It was after this meeting both Cllr Chard and Cllr Ferrin disclosed they intended to contest the leadership.

Opinions within County Hall are mixed over the eventual outcome, with some insiders suggesting Cllr Carter will easily see off any challenge.

However, the prospect of a larger slate of candidates could make it harder for him to hang on.

    My own personal opinion of KCC and Paul Carter is one of loathing. I have been a resident of Sellindge for 15 years and can honestly say that Carter and his Planning cronies couldn't give a toss to what happens here. Lorry Park, Wind turbines, Digester and waste site and massive housing developments. As for Keith Ferrin; a complete waste of space. Wake up people of Kent and get rid of these maggots.

They are now embarking on restructuring the Customer and Communities Directorate where all important KCC services have been grouped together ready for culling. Surprise surprise because they have protected the policy, strategy and other non-jobs first, there is no money left for running frontline services that the public actually need and want - so Cllr Carter (supported by another comedy duo Amanda Honey and Des Crilley - both sooo out of their depth you wouldn't believe) are now sacking the staff that actually serve the public well. KCC services will end up being crippled by this restructure if Cllr Carter isn't stopped now. Cllr Carter PLC just doesn't care, and he never did...

There has simply been too much testosterone and not enough attention to communities. Let's hope for a successful transition from the era of men and motors management - Either Keith or Nick. They are both capable of infinitely better consultation and listening skills than has been the unhappy recent norm.

There will be a few of his 'friendly' consultants and cronies who will be sorry to see him go but the other 99.9% of the population should welcome the opportunity to see the back of him.
    My vote would go to Nick Chard. An intelligent, considerate and well intentioned man who would have the best interests of the people of Kent and staff at KCC at heart. Nick would also deliver for Kent what Carter has only tried to do for himself.
    A public flogging would be too good.

    Experienced staff that listen and learn from their mistakes are an asset. Others should step aside and allow someone else to take the reins. KCC have experienced several huge losses in recent years. Anyone with involvement at the top should go.

    Sometimes I think I should just burn my tax money. At least it would serve a purpose and keep me warm. At the moment I may as well be pouring it down the drain.

    No bonuses or pay off's should be made. There should be a fixed term in office. Once it is served - bye bye.

    Ways to Sucess is straight out of a management text book. How much was paid to a consultant? Do you really feel that this type of approach motivates staff? If you do, you need not apply.

    Good rule of thumb. Who every wins - look after your staff and your staff will look after you! Sandy had respect.

    We arn't asking for the fortunes recieved at the top just a realistic wage to live on.

    We need someone who will focus the attention of the Council on its core public services and the frontline people trying to do their jobs in education, social services, highways and youth support services.

    And KCC has pumped millions into the Manston area towards regeneration, new roads and the airport.

    Maybe a disgruntled ex cabinet member from Thanet or Swale will stand against cllr Carter.

    I don't mind who has the top job so long as they are right for the job. It needs a person that is prepared to cut the red tape. Reduces the waste and inefficiences - without getting rid of highly experience staff, simply to save a few pounds. This move will cost the council far more in the long run :0/

    People are losing their jobs & no one has been protected from the public sector pay freeze (INCLUDING the low income workers struggling in the current financial climate). The Leader should be helping these families. We have been penalised by economic factors out of our control against Government recommendations in the Budget. My understanding is that Public Sector low income wages are lower than in the Private Sector - tax payers are having value for money already.

    I will lose the will to live if a golden handshake's are paid and more high level Executives return as consultants.
