Government 'won't pay' for M20 lorry park

Plans to build a huge lorry park off the M20 to cope with Operation Stack have been dealt a blow after the government said it won't pay for it.

Kent County Council has been pushing for a lorry park to be built on a 70-acre site off the M20 at Aldington as a solution to the problem of HGVs being parked along the motorway when Operation Stack is implemented.

But the authority has always insisted the costs - estimated at £35m - should be met by the government rather than council taxpayers.

The news comes in a decision by ministers to reject a bid by the county council to secure funding through the Sustainable Communities Act.

It contains legislation enabling councils to promote schemes that they consider would improve the economic or environmental well-being of the area.

The bid for the lorry park, which could hold 3,000 HGVs, was among 300 ideas submitted by councils to the government but has not been given the green light.

In its formal response rejecting the bid, the government said:

"In relation to the specific proposal to construct a lorry park in Kent, it is understood that the costs are likely to greatly exceed £35m due to the need for significant works to construct a new junction off the motorway.

"The Highways Agency has no objection to the lorry park being created, however government funding is not available for this project."

Plans for the lorry park were recently included in a six-point plan of major transport initiatives totalling £1.7bn that KCC said was essential to keep the county moving.

However, local residents who have campaigned against the lorry park said KCC should now abandon the idea.

Matt Baldwin, who lives near the site and is a member of the campaign group Lorry Park Alliance, said: "I am surprised that KCC is pursuing the lorry park when it has no money to fund it and is resting all its hopes in a solution it cannot pay for and nobody really wants.

"KCC should now look more seriously at other sites that have been put forward. It should shelve this plan and look at other options."

    I chose to live in a village so i HAVE peace and tranquility. You chose to live in an overpopulated area with loads of traffic. If i wanted heavy traffic (i.e a lorry park) on my doorstep i wouldn't have bought a house in a village! Don't slate me because i have a 'perfect life' :-)

    Maybe at the first indication of op-stack being necessary, all traffic enroute to France should be stopped from entering Kent which would spread the parking out a bit. Then see what other counties think of it.

    WHY DID THE GOVERNMENT MISS THIS OPPORTUNITY: When the A2 between Swanscombe and Gravesend was re-routed the Government had the ideal place for a lorry park, they had the section of disused A2 it was 6 lanes wide not including hard shoulders and about 3km long, thats 18km of parking space for approx 1000 Vehicles. It was perfect for a Lorry park it was already tarmaced and had drainage it just needed being gated and fenced off, they could have built toilet blocks and showers and a Cafe for the drivers while they waited and also Nell's Cafe that must have suffered from the move could have run the cafe when the Lorry park was open due to operation stack which because of the French is quite a regular occurence. It was a solution to the problem and would not have ruined more of our counrtyside.

    Here's an idea! Manston has the space and it would still be able to operate it's flights,they could put some hard standing aside for when the M20 is shut. Renting it to the government/Kent council. It would be a lot cheaper than building a lorry park. Manston could also provide service to the poor beleaguered lorry drivers. Yes the roads would be more congested for a few days, but surely it's better to make use of what is already just sitting there? Some fencing, some security, toilets and a restaurant all providing revenue some much needed jobs. Win win situation? The new by pass being built that is going in to help the 10 remaining staff at pfizer get to work, why not make use of it! Owners of Manston you owe Cad 10% of all revenue generated from this (probably ill thought out) master plan!

This leaves KCC tax payers the bill for DHB continued inefficient management.

People who live in villages expect local schools, quiet roads etc etc. I don't get it. I pay loads of taxes, as do we all, and you shouldn't expect more than everyone else. Just because you live in a village doesn't entitle you to a perfect life!

I think what the authorities should do is, every time there is operation stack, put the french lorries and cars in one lane. Once the ports are open again let all the traffic through, then allow the french to go on their merry way.

    While I can fully understand the "not in my back yard" views of those who live near the proposed site and do not want it to go ahead, there simply has to be a solution to this ridiculous problem. What other civilised country would turn a major route in and out of the country into a lorry park, creating miles of traffic jams and clogging up all other minor roads in the area? Maybe a solution (wherever it is eventually sited) should be funded by charging a significant levy for every one of the thousands of foreign truckers who not only drive up and down the M20 every week but also cause massive disruption to our motorway network through the numerous accidents they cause through carelessness, bad driving or faulty vehicles. And if the levy deters some of them, then the scale of the problem will be reduced.
