A Kent disability charity has called for tougher punishments after the number of blue badges being stolen and used illegally in England has quadrupled. The badges allow the users to park easily in busy towns and cities and are only given out after a strict application process. But in almost all reported cases, fines are handed out for drivers using someone else's blue badge.
