Health trusts could face fines if mentally ill end up locked up in cells

Kent Police and Crime Commissioner Matthew Scott wants health trusts who don't do enough to stop those with mental illnesses being put in prison cells to be fined. He told a scrutiny meeting he was considering taking steps to penalise health trusts if they don't come forward to take care of those who need it.
