Travellers have set up camp in Kent County Council Highways Department's car park.
Three caravans and two cars are believed to have moved on to the site in St Michael's Close, Aylesford last night.
A spokesman for KCC said: "We are aware of the issue and are working to resolve. Police have been informed."
There are currently about 15 people at the car park including a large number of children.
A Section 77 notice has been served meaning they have until 2pm tomorrow to leave or they face legal action which could see them evicted early next week.
Police were called as the site is dangerous and children were wondering in to the working yard.
