The northbound lane between the A256 Richborough Way and Ramsgate Road has re-opened.
Motorists had been warned to expect delays after the lane was closed due to a "police incident" just after 1.30pm.
The stretch was closed for more than an hour.
A police spokesman could not confirm the nature of the incident, but Kent County Council described its severity as high.
