Watch: The shocking sight of people wandering on the motorway
Motorist Lara Chandler said she was "gobsmacked" by what happened as she drove to work in Folkestone between Junction 9 and 10 of the motorway, shortly after 10am.
The 38-year-old said: "People in front started slowing down and putting their hazard lights on, I thought it was an accident.
"Then everyone started to move again, and just out of the corner of my eye I saw cars swerving and trying to get into the middle lane.
"This woman was just walking towards my car. I was down to about 5mph, I was boxed in.
"She got no reaction from me and did it to the person behind me. It's just so bizarre."
A police spokesman said: "Kent Police were called at around 10am on Sunday, June 13, to a report of two pedestrians on the M20 coastbound, between junctions 9 and 10.
"Officers attended and safely located the individuals involved, before handing one of them into the care of medical professionals. The scene was safe by around 10.35am."
