CONSERVATIVE leader and Kent MP Michael Howard has pledged to set an annual cap on the number of immigrants let into the UK each year.

But his promise to set an annual limit has been criticised by refugee groups and Dover Labour MP Gwyn Prosser. They warned that an arbitrary limit would put lives at risk and damage the economy.

Mr Howard said Parliament would set the quota limit, taking into account “economic need, family reunion and a moral obligation to genuine refugees.”

The Conservatives would also introduce a points system for those seeking work permits, similar to the one used in Australia.

In a speech to prospective candidates in London, Mr Howard said: “David Blunkett may believe there is no upper limit to legal immigration. I do not agree.

"While migration in both directions is part of a competitive and dynamic modern economy, immigration cannot continue at its present, uncontrolled levels.”

Mr Howard insisted Britain would continue to welcome refugees but that “fair and firm” controls were needed to safeguard good race relations.

Dover Labour MP Gywn Prosser seized on the announcement as a sign of the Conservative moving to the right.

“It is a clear shift to the right and he is appealing to his core voters and narrow right wingers who would clearly like to see all immigration stopped. He is following in the footsteps of his predecessors who also failed to get the party out of the mire.”

He warned a points system would make it harder for employers like hospitals in Kent to fill gaps in their workforce.

The Refugee Council also argued the policy was unworkable. Chief executive Maeve Sherlock said: “We need separate systems for refugees and for people coming to here to work.

"An arbitrary limit on all immigration, including refugees, would put lives at risk and damage the economy.”
