But a workman was also seen standing up in the trailer.

The council says the matter has been "dealt with internally".

A man was walking his dog when he saw the van travel by.

He said: "I heard this revving noise and thought 'what the hell is that?'

"It's a very quiet neighbourhood so I got my phone out. I saw a bloke hanging on to the trailer as it went by.

"They must be taking Covid regulations very seriously - with one man in the cab driving and another in the trailer.

"It didn't seem right to me. In this day and age with health and safety."

The man says he reported the incident to the council.

He added: "They didn't seem that bothered. But if I was driving around in a trailer I wouldn't get away with it.

"I would be arrested. It can't be one rule for them and another for everyone else."

A Folkestone & Hythe District Council spokesman said: “The health and safety of our staff and residents is of paramount importance to us.

"We are aware of this incident and the matter has been appropriately dealt with internally.”
