Plans to convert hospital site in Gravesend include 11-storey tower block

New plans to convert the former Gravesend and North Kent Hospital into flats are set to be discussed by Gravesham council tonight.

Sold by the NHS in 2018 for £2.3 million, the former maternity unit in Bath Street, Gravesend, known as M-Block, has remained empty since 2006 but revised proposals could see the building brought back to life.

The development would include a new 11-storey tower extension on the existing M-Block site, while a new "L-Block" would consist of an L-shaped building varying between three and six storeys in height running along Stuart Road and Clifton Road.

A report set to go before Gravesham's planning committee says the development would provide 115 homes consisting of 46 one-bed units, 60 two-bed units and nine three-bed units, together with parking for 77 cars, two motorcycles and 174 bicycles, plus amenity space, private gymnasium and waste disposal area.

It notes that planning permission was previously granted for a residential development but says the key difference with this application is that it involves converting and extending the existing building, rather than demolishing it.

The report adds: "The original geometric and architectural qualities of M-Block have been retained and enhanced, with the addition of a feature 11-storey tower giving the site a clear sense of identity.

"Whilst the development to the west of the site contrasts to M-Block, it draws reference from historic parts of the town ensuring its integration with the wider context of the area.

"The staggered heights keep the bulk of the scheme to a minimum."

Addressing potential concerns surrounding a large development looming over existing nearby residential areas, it suggests such problems will be overcome by its design.

It continues: "Despite the development failing to meet the recommended distance of 21 metres, there is a road between the two forms of development and it is not considered an unacceptable distance between dwellings, across highway. The height of the proposed L-Block is also staggered, as shown on the 3D image, which also assists in reducing any perception of overlooking.

"On balance, it is considered that the proposed development has been designed in a sensitive manner in which the privacy of the occupiers of existing residential developments have been safeguarded."

The majority of the residential units are within the M-Block and its tower extension, with the remaining 34 units in L-Block.

The report recommends that the application is "delegated to the council's service manager (development management) in consultation with the chair, for the issue of planning permission subject to the draft conditions".
