Fear 250 more homes near Herne Bay will erode ‘village identity’ of rural area

There are fears proposals for 250 homes will threaten valued green spaces, strain local infrastructure and erode an area’s “village identity”.

Herne & Broomfield Parish Council has raised concerns over two new housing developments proposed in Canterbury City Council’s revised draft Local Plan.

They include 200 homes on a plot at Home Farm, near Lower Herne Road, and another 50 at adjacent land west of Bullockstone Road, the current location of Bullockstone Farm Caravan Park.

Writing in response to the consultation on the draft Local Plan, the parish council said: “Canterbury City Council had previously made assurances that no further significant development would be proposed for Herne & Broomfield, following the two major developments of Herne Bay Golf Course and Strode Farm.

“The size of the parish has already increased considerably and another potential 250 dwellings will only compound the impact that these developments are having.

“It will also do nothing to improve community cohesion and only exacerbate the continuing erosion of the parish’s village identity.”

The city council is under pressure to build more homes in the district after changes to the national planning policy framework increased its housing target to 1,215 homes per year.

Documents from the local authority say the Herne & Broomfield schemes would include affordable and accessible housing, and an appropriate mix of property types. They say developers will make proportionate contributions to community infrastructure.

But the parish council argues infrastructure and public transport promised as part of the 800-home Strode Farm development and the 568-home Herne Bay Golf Course estate is yet to be delivered.

It writes: “There is yet to be confirmation that any buses will be routed through the Strode Farm development. The anticipated bus service for the Herne Bay Golf Course development has not materialised.

“To date, it is unclear what amenity facilities are planned for the Strode Farm development, other than that they will be situated at the Canterbury Road end of the development.

“The planned amenity facilities for the Herne Bay Golf Course development, as had originally been advertised, have not been provided. There are no educational, community or medical facilities planned that would be available to serve these new proposals.”

No planning applications have yet been submitted for either of the sites.

Elsewhere in the area, the Local Plan consultation also sets out plans for a 21-home estate at Church Farm on land off School Lane in Hoath, and 32 homes on derelict sports fields in Beacon Road, Herne Bay.
