Road safety charity 'Brake' has found that 38 drivers in Medway have managed to dodge a ban after getting the points on their licence.Drivers can keep their licence if they convince a magistrate that they will face exceptional hardship if they lose it.Should drivers with 12 points on their licence be allowed to keep it?
