It happened at around 8.40pm last Tuesday (June 10), outside Rochester Railway Station.
The alleged thief then rode one away, and both the bicycle and its rightful owner have not been located.
David Bateman, of Mount Road, Chatham, was arrested the following day and has since been charged with theft.
