Kent Highways has warned motorists to expect delays in the area around Sittingbourne.
The crash happened on the Maidstone-bound carriageway just before noon between the B2005 Grovehurst Road and the B2006 Staplehurst Road.
A KCC spokesman said: "Expect delays in the area and approach with caution."
Kent Highways later closed the road at 2pm and held up traffic to get the lorry taken away.
They announced the road was clear at 2.40pm.
Eye-witness Ellis Stephenson said earlier"A yellow tipper truck lorry has stopped and is leaning to one side.
"Soil is covering the inside carriageway just before the Bobbing turn-off. Police are directing all traffic into the outside lane."
He added: "The lorry looked as if it had been carrying soil and waste."
Police confirmed they were called at 11.48am after a lorry hit a safety barrier at Bobbing.
A spokesman said: "Officers are currently at the scene and the carriageway is partially blocked.
"Recovery has been arranged for the lorry. No injuries were reported."
