Laleham Gap School parents furious at fresh housing plans at Ramsgate site

Furious parents of children at an special educational needs school have blasted a developer for resubmitting a housing plan which was quashed in the High Court.

Kentish Projects Ltd wants to build 38 homes next to Laleham Gap School in Ramsgate, despite warnings from parents that children with complex needs would lose their privacy.

They also warn the development would create more traffic on the A256 New Haine Road.

Meanwhile, they fear construction noise would negatively impact the school's 220 pupils, who have autism and speech and language difficulties.

The scheme for 23 houses, 15 flats and parking for 59 cars was initially approved by a Thanet District Council planning officer in October 2020, despite more than 30 objections from worried parents and head teacher Les Milton.

This prompted a parent, supported by the Laleham Gap Parents' Association, to push for a judicial review to challenge the decision and the way in which it was handled.

Six grounds were put forward and Deputy High Court Judge Tim Corner QC upheld them all at a hearing in July and quashed the planning permission, stating the decision to approve the plan was "unlawful".

But now, Kentish Projects Ltd has resubmitted the planning application for the site in Stirling Way, which is owned by East Kent Opportunities, a partnership of TDC and Kent County Council.

In planning documents, the developer says this time the plans will go to committee and that it has had talks with Laleham Gap School directly over concerns, including construction noise.

Parents, however, have voiced their fury and urged people to submit their views to the consultation taking place.

A spokesman for the parents' group said: "It appears to be very much the same damaging project, just resubmitted, so still has the same problems – traffic jams, air pollution, noise, privacy, emergency services' access, environmental and ecological damage, drinking water catchment, loss of recreation and dog walking.

"The very heavily-used footpath by school children, ramblers and dog walkers across the same land is used to get from Stirling Way to Jacky Baker playing fields and the public library, but has been blocked.

"It was obvious to the Victorians that public health and the prevention of airborne disease depend on open spaces between houses, schools and towns.

"This is even more important with Covid, which has ripped through blocks of flats and along high population density streets at great speed.

"We are furious that we have to waste time filling in forms on the council site again, but we urge the local rate payers to fill in the online form or send an email to planning.services@thanet.gov.uk.

"Written objections are still valid and should continue to be sent in and read by committee members and planning officials."
