There are plans to build a 360-home development in a town, as well as a care home and nursery.
A screening opinion request has been submitted by Esquire Developments to construct the site at St Marks Recreation Ground in Frant Road, Tunbridge Wells.
The site comprises of four parcels of land which include an area off Bayham Road, Chase Farm, Pinewood Farm and Tunbridge Wells Rugby Football club (TWRFC).
The developer has proposed to relocate TWRFC, moving it further south down the road. It says this will provide “improved facilities” for the club.
The proposals includes 360 homes as well as a 70-bed care home and a 120-place childcare nursery.
The plans also note a “provision of employment space up to 604sqm”.
It is expected that, if approved, construction would start at the site in 2025 and the proposed development would be fully operational by 2030.
A screening opinion request asks the local planning authority for an opinion on whether a development should be subject to environmental impact assessment.
It is submitted before a planning application.
The site is located within both Wealden District Council and Tunbridge Wells Borough Council, and so the screening has been submitted to both local authorities.

A spokesperson for Tunbridge Wells RFC said: “We are aware of the plans but have no comment to offer on the screening opinion.”
