Dozens of bus services that provide a lifeline for the elderly, vulnerable, school children and those in villages without access to any other form of transport could be axed by Kent County Council to save £4m.

More than 70 of what are known as Socially Necessary Bus Services (SNBS) are to be affected by the cuts if they are agreed by county councillors.

A report on the cost-cutting measures says KCC will save £2 million next year and £2m the year after.

Some 3.8m journeys were made on the services which are subsidised by the council as they are not considered commercially viable by operators.

These represent 3% of all bus journeys across Kent.

A report says that 74 services would be affected. These contracts currently provide 1.6m journeys each year. The proposed contracts to be withdrawn comprise:

• 28 full services (incl peak/schools)

• 22 full services (off peak, no schools)

• 5 evenings only

• 5 Sunday only

• 14 School days only (for schools travel)

The impact of the cuts will not just be felt by passengers, with council chiefs saying a number of bus operators may close down particularly in west Kent.

The report says that even if alternative community services emerge “It is still anticipated that there will be a significant impact for those presently using those SNBS that could be withdrawn.”

Just 34 services would remain under the cuts proposed but transport chiefs say there is a possibility that some could be run by commercial operators.

“From experience in the UK, where local authorities have been forced to reduce support to SNBS counties such as Lancashire and Oxfordshire, have seen operators come forward with proposals to offset some of the lost links.”

A decision on which services are proposed to end will be made in December, with consultation beginning in January before a decision is made in May, with contracts with the current operators ending in September.

KCC’s Conservative administration flagged up the possibility of cutting back on the services in October when it said that it would have to save £65m just to balance the books.

There is no statutory requirement on councils to provide such services but most do - although they have become the target for cuts by cash-strapped authorities.

Campaign groups say the services are a lifeline for many and point to research that shows 64% of jobseekers either have no access to a vehicle or cannot drive.

Young people are amongst the biggest users of bus services, while 40 per cent of people over 60 use the bus at least once a week.
