A NEW licensing and enforcement scheme for 'gangmasters' who provide casual labourers is being introduced to Parliament following the Morecambe Bay tragedy.

The Gangmaster`s Licensing Bill could see farmers across the county paying out so that exploitation is controlled and proper working conditions ensured.
