A care agency has been put into special measures after being rated 'inadequate' by inspectors.

Green Leaf 24Hr Care Services, a supported living service based in Rochester, was given the rating in two out of five areas of inspection, and was given the poor rating overall.

The service, which looks after older people within their own homes, was inspected by the Care Quality Commission (CQC) in December.

Their report, published last week, details how the care provided was deemed to lack effective safeguarding systems; staff reported a lack of risk assessments within people's homes, and there was no system in place to monitor accidents and incidents.

They found employment checks had not been carried out on one staff member working for the company and another's recruitment records were falsified.

Staff hadn't received training, induction, support or supervision. They also hadn't received training on medicines and the records on these had gaps.

Inspectors were concerned about the lack of care reviews for some clients.

There was concern over the control of infection as staff had run out of personal protective equipment (PPE) during the time of inspection.

The report reads: "The provider had no oversight about people's health needs and how staff were meeting these.

"People's health and medical conditions were included in their care plans which were kept in the office.

"The staff did not have access to the information. They were not aware of people's health conditions and what signs to look for if their health was becoming unstable and when to seek medical support."

Other concerns included the way complaints were logged.

It is due to be re-inspected in six months following its inspection at the end of last year. If it does not improve, the service may be stopped from operating.
