The shamed councillor, who represents the north Deal ward, made the comments in the wake of the London riots in August.

He was suspended by the group and he apologised and removed the comments from Facebook.

Cllr Sue Chandler, deputy leader of the district council, said: "The group's decision is to extend his suspension until November 30, that he would be given a severe reprimand and this is clearly a warning about his future conduct."

Cllr Gordon Cowan, leader of the Labour group on the district council, said he was disgusted at the Conservative's decision not to end Bob Frost's days as a Tory councillor.

He added: "This is very disgraceful, especially as the deputy leader of the council Sue Chandler was quoted in the Mercury in August as saying there was no place in society for Bob Frost's comments.

"His reprimand from the Conservatives is probably a slap on the wrist and being told he was a naughty boy."

He said he suspected the councillor still had his seat so the Tories could avoid a by-election in the north Deal ward that Mr Frost represents.
