Anger over nightspot plan

A former tea room in Rochester’s historic centre could be turned into a late-night bar with adult entertainment and live music.

Medway businessman Aaron Stone wants to convert Fagin’s Cafe in Rochester High Street into a lively nightspot.

But the proposal has already brought objections from local residents and a list of potential problems from the police.

Mr Stone, who already owns bars and nightclubs throughout the Towns, has applied to Medway Council for planning permission.

If approved, the former cafe would be open 24 hours with revellers able to buy alcohol from as early as 7am and as late as 4am.

The application also includes permission for adult entertainment including male and female dancers, comedians and games machines.

The potential licence covers a wide range of activities and could see the venue used for boxing, wrestling, theatre productions or film screenings.

But Medway Police and environmental health officers have already raised concerns over the plan.

Chief Supt Jan Stephens has written to the council listing a number of problems with approving the licence.

She said: “The premises will contribute to an already volatile area in relation to similar venues.

“Additionally, the dispersal of crowds and the policing of them also raise concerns.

“The area is known for incidents of prostitution and associated activity including assaults on women.

“While these incidents are not attributable to the premise itself they are clearly within a volatile area where dispersal from late night venues and the area in general continues to be a problem.”

Chief Supt Stephens calls for a number of conditions to be enforced if the licence is approved. Opening hours should be reduced, CCTV installed and naked dancing banned.

A health and safety report comes to similar conclusions, stating: “Unless adequate safeguards are in place the application for regulated entertainment has the potential to lead to an unacceptable increase in noise and disturbance to the detriment of the residents.”
