The ISIS jihadi with a Kentish or south London accent may have murdered a second journalist two weeks after he killed reporter James Foley.

A video is circulating tonight which is reported to show a second murder, this time of American journalist Steven Sotloff, who was seen in the video with Mr Foley.

The killer in the recording - which has been seen by the Guardian - is believed to be the same man who murdered Mr Foley.

The ISIS fighter, who speaks in British-accented English, is reported to kill Mr Sotloff then threatens to murder a British hostage.

He then says: “I’m back, Obama, and I’m back because of your arrogant foreign policy toward the Islamic State.”

Following the murder of Mr Foley, experts analysing the killer's speech patterns and accent in the first video narrowed it down to Kent, south London or Essex, but he has not yet been identified.
