One lane of the A20 outside the Aylesford Retail Park is currently closed due to flooding.
The site has been a notorious hotspot for flooding for years, and once gain heavy overnight rain has proved too much for the drainage system to handle.
In June last year, a prankster even floated scores of yellow rubber ducks on the floodwater to draw attention to the problem.
A police car is blocking entry to the west-bound carriageway from the junction with Hall Road.
Kent Highways engineers are at the scene and a tanker has began pumping out the excess water.
Locals say the problem is a systemic one. Surface water used to drain to a lagoon at the rear of the retail park, but at some stage the pipe has collapsed and they say the remaining soakaways are insufficient to cope with any heavy down-pour.
KCC says there are plans to comprehensively review the drainage system when a new roundabout is installed at the nearby junction, but no date is set for that work to begin.
