Recovery driver Joe Clift was heading to a breakdown in Dover when he was confronted by the unusual sight at around 5.30am.
"I just thought 'what the hell are these cows doing in the road', it's a weird thing to see at 5.30am," the 28-year-old said.
"I was just heading down to a breakdown and just saw them all coming towards us. I lost count of how many there were.
"Traffic was forming both ways, and they were heading up towards Lydden from Whitfield."
