Shopkeepers given extra conditions following under-age alcohol sales

More conditions have been imposed on a Dover shop after alcohol was sold to under-age children.

The owners of Keystores in Ladywell - opposite Dover Police Station - was called before a licensing review by the police. The hearing was held at Dover District Council offices in front of a panel of three district councillors who have responsibility for licensing.

It followed an incident at the shop on November 8 when two children under 18 bought alcohol. There was also evidence of previous incidents.

At the hearing, evidence from both sides was heard by the committee who agreed that the owners, Ragunathan Mathivannan and Ravindran Sabartnam, had taken a number of measures to stop this from happening again.

The councillors imposed nine conditions on the owners which include training, obtaining extra qualifications and adopting the Challenge 21 policy within the store.

Licensing officer PC Steve Alexander said "Whilst I would never like to see any business go under as a result of a review, it was only right that these owners should explain their actions.

"Since the incident I have not had any further reports of under-age sales and have worked with them to improve working practices.

"On this occasion the committee have given this premises a second chance, but others may not be as fortunate. I would urge all premises to refuse sales of alcohol to any people they believe to be underage."
